Today, we are publishing our first transparency report under the new EU Code of Conduct on Countering Ilegal Hate Speech Online +, which was incorporated into the Digital Services Act in January 2025. The report outlines our work to enforce our rules against hate and illegal hate speech, and our efforts to empower our community.
At TikTok, we are committed to providing a safe space where our community of more than 178 million people across the European Union feel welcomed and empowered to express themselves, discover ideas, and connect with others.
We stand firmly against hate speech, hateful behaviour and the promotion of hateful ideologies on our platform. Our approach includes enforcing our robust policies, partnering with experts, and building features that help people shape their TikTok experience.
As part of our commitments in this revised Code, we participated in an annual monitoring exercise where designated Monitoring Reporters from across the EU test platform signatories' illegal hate speech reporting processes. Today, the European Commission is also releasing the results of this exercise, showing that 88.7% of the content reported to TikTok was reviewed within 24 hours.
Other highlights from our first Annex II report under the EU Hate Speech Code + include:
- Enforcing our policies against hate: We use a combination of advanced moderation technologies and safety teams to combat hate speech and hateful behaviour. In the last quarter of 2025, 96.3% of the content we removed for breaking these rules globally was taken down before anyone reported it to us. In addition, we make it easy for members of our community to report content for review, including a separate reporting channel for content they believe may be illegal. In the second half of 2025, we received 56,549 user reports of illegal hate speech content, corresponding to 30,128 unique pieces of content.
- Working with partners and experts: We work with organisations such as the International Network Against Cyber Hate (INACH), DigiQ, and Point de Contact. Last year, we joined the Global Internet Forum to Counter Terrorism (GIFCT) to further support our longstanding efforts to combat hate and violent extremism.
- Investing in media literacy: We work with partners to develop in-app educational resources and media literacy campaigns. For example, in 2025 we continued to build on our efforts to educate our community about the Holocaust by launching a new in-app hub with first-hand witness accounts from survivors, videos of users visiting Holocaust memorial sites, and testimonials from curators sharing stories about Holocaust victims. We also supported COC Nederland to use our platform for educational and awareness-raising campaigns about LGBTQI+ rights and safety.
TikTok has been a signatory to the EU Illegal Hate Speech Code since September 2020, and contributed to the development of the revised Code.
