We have worked to protect the integrity of our platform through more than 150 elections around the world in the last four years, and we are deeply committed to enabling creative expression for our users while protecting them from harm during local voting cycles. In support of those efforts, we have more than 6,000 Trust and Safety specialists across the European Union and we work with more than 20 fact-checking partners globally. Today, we're sharing an overview of our continued investments to ensure that TikTok continues to be a creative, safe, and civil place during the presidential elections in Croatia this month.
Connecting people to trusted sources of information
During major elections, we build resources like Election Centers that provide access to facts about voting when people view or search for relevant election content on our platform. Our local Election Centers have reached millions of people globally since the start of the year.
In Croatia, we consulted with the State Electoral Commission of the Republic of Croatia to launch an in-app Election Center earlier this month. The Election Center provides an overview of the Croatian presidential election with key dates, links to the Electoral Commission website, and educational resources on how to spot misinformation. To ensure that we're reaching users where they are, we direct them to the Center through prompts on relevant election content and searches. We also provide educational resources in the Election Center aimed at ensuring that candidates understand and can navigate our policies for Government, Politician and Political Party accounts.
Countering misinformation
Our ongoing work to combat misinformation and protect our community includes a combination of humans and technology to enforce our Community Guidelines. We have tens of thousands of Trust and Safety professionals around the world, including dedicated misinformation teams with advanced tools and training, as well as local moderators who speak Croatian, Serbian, Slovenian and Bosnian that can assess the context and nuance of local content.
We remove harmful misinformation from our platform and restrict visibility of content, in line with our Community Guidelines, and we remove accounts that repeatedly post harmful misinformation that violate our policies. When we can’t confirm the veracity of content, we may label it as “unverified” and restrict it from recommendation in For You feeds. This includes content about unfolding events where details are still developing.
In preparation for the election in Croatia, we strengthened our moderation efforts by increasing fact-checking resources arranging for Faktograph to present to our moderators on the risks and trends related to the elections and increasing scrutiny of potential deceptive behaviors.
Combatting Covert Influence Operations and Deceptive Behaviors
We are committed to consistently enforcing our rules to remove covert influence operations. We know that deceptive actors attempt to target online platforms during elections, and we remain vigilant against these behaviors. As part of this, we have dedicated experts working to detect, disrupt, and preempt deceptive behavior and have expanded and refined our team's efforts in this space in the lead up to the Croatian election, integrating learnings from other markets.
Prohibiting Paid Ads
We will continue to enforce our long-standing policy of not allowing paid political ads. In addition, accounts belonging to politicians or political parties are not allowed to advertise or make money on the platform.
Using AI Responsibly
We are also aware that AI tools can be used to try to confuse or deceive people. That is why we have been leading the implementation of measures to encourage responsible practices.
This year TikTok became the first video-sharing platform to implement Content Credentials technology through a partnership with the Coalition for Content Provenance and Authenticity (C2PA), which automatically labels AI-generated content when uploaded from certain external platforms. We also require creators to label any realistic AI content, and launched a pioneering tool last year to help people do so. Earlier this year, at the Munich Security Conference, we signed the Cross-Industry Technology Agreement to Combat the Misleading Use of AI in Elections taking place around the world in 2024. Our guidelines are robust and clear: we do not allow manipulated content that could be misleading, including that of public figures if they are portrayed endorsing a political view.
We are constantly working to maintain the integrity of our platform, especially during elections. In Croatia, we'll continue to invest to stay ahead of potential threats while continuing to make it easy to find reliable sources of information for those engaging with election content on our app.
