Digital Services Act: Our fourth transparency report on content moderation in Europe
At TikTok, we are committed to ensuring a safe and welcoming space for our community of 159 million people in the EU. Transparency has been at the heart of our approach since 2019, and in line with our Digital Services Act (DSA) obligations, we are publishing our fourth transparency report, covering the six months from July to December 2024.
This report not only shares updates on our content moderation efforts, including violative content removals, illegal content reports, and user appeals, but also introduces new metrics that further enhance transparency into how we enforce our policies.
Key insights from this latest report include:
Stronger enforcement against harmful content
During the reporting period, we proactively removed approximately 18 million pieces of violative content under our policies. In the second half of 2024, the accuracy rate for our automated moderation technologies was 99.1%. This builds upon the high accuracy we achieved in the first half of the year, even as moderation volumes increased, reflecting our continued investment in improving precision and reducing incorrect removals.
New metrics providing even greater transparency
For the first time, we are reporting on:
- Illegal content reports from Trusted Flaggers, following the introduction of a new reporting channel at the end of H1 2024. In H2 2024, Trusted Flaggers submitted 59 reports.
- Out-of-court disputes, where we received 173 appeals of content moderation decisions under Article 21 of the DSA. During the same period, 59 cases were closed by Dispute Settlement Bodies. The Dispute Settlement Body has: i) Disagreed with TikTok’s content moderation decision in 17 cases; ii) Agreed with TikTok’s content moderation decision in 13 cases; iii) Resolved the case without issuing a formal decision in 29 cases.
- TikTok Shop, which we launched in Ireland and Spain in December 2024. Content moderation actions for TikTok Shop are now included in our transparency reporting.
With every report, we reinforce our commitment to openness and accountability, continuously improving our efforts to make TikTok an ever safer and more trusted space for our European community.
