TikTok's community in the EU has grown to 169 million people, and their safety remains the foundation of everything we do. Since 2019, we have published transparency reports to give people a clear view of how we enforce our policies. We are now releasing our fifth Digital Services Act (DSA) transparency report, covering the first half of 2025.

This report provides the latest data on our content moderation efforts, including removals of violative content, reports of illegal content, and user appeals. It also adds new metrics to give a more complete picture of how our systems work in practice, including automated LIVE enforcements.

Key insights from this latest report include:

  • Strong accuracy against violative content

During this reporting period, we removed around 27.8 million pieces of content that violated our Community Guidelines. Our moderation systems maintained a high accuracy rate of 99.2% (compared with 99.12% in H2 2024), showing continued improvements in both precision and consistency.

  • Working faster with Trusted Flaggers

The number of reports from Trusted Flaggers increased to 82, and as the number of reports increased, we were also able to respond more efficiently, reducing the median time of response by 20 hours.

  • Increase in orders from government authorities

We cut our median response time in half, from six hours to three, even as we received a significant increase in orders from government authorities, including during election periods. This included a particularly high number of requests from the Romanian government.

We are always innovating because we know there is no finish line when it comes to keeping people safe. With each report, we aim to make our approach more transparent, and our enforcement remains consistently accurate, supported by continued investment in trust and safety and advances in technology.
